Starting stream from system tray does not confirm even when the option is enabled

Expected Behavior

When starting a stream in the system tray with the setting "Show confirmation dialog when starting streams" enabled, OBS should prompt to start the stream.
When stopping recording in the system tray, a confirmation prompt should also show up asking for confirmation.

Current Behavior

While the setting "Show confirmation dialog when starting streams" is enabled, it does not result in a confirmation prompt when starting a stream from the system tray.
This issue also applies to stopping recording, no prompt shows up.

Steps to Reproduce

1. Open up settings
2. In the settings enable "Show confirmation dialog when starting streams" (also stopping recordings if that's being tested)
3. In the settings, also enable system tray
4. Click "OK", saving settings and closing the settings dialog
5. Minimize OBS
6. Open system tray and start streaming (or stop recording)
