Expected Behavior
When I set the bitrate to 1500 for example.
and start streaming, it should consume the same amount, but the bitrate goes to 11,000 and it just shows an internet problem, but on HQCBR this problem is correct.
Current Behavior
When I set it to cbr and the bitrate is 1500, for example, instead of streaming at the same bitrate, it automatically increases the bitrate to 11,000 and up to 16,000.
