As on windows, there should be a popup stating that a second stream can not be started.

Research direction
Reproduce on Ubuntu 24.04 with OBS Studio 32.1.0 by issuing two websocket stream-start calls in quick succession. Start with the OBS log at https://obsproject.com/logs/sWX3BQB1ggQH8Roe; done means the second request produces a popup like Windows instead of crashing OBS.
