Expected Behavior

Sub window respects "Always on top" on launch, same as main window.

Current Behavior

Main window respects "Always on top" on launch, but sub window does not.

After re-enable "Always on top", sub window respects it correctly.

Steps to Reproduce
  1. Enable "Always on top".
  2. Popout any panel.
  3. Shutdown OBS.
  4. Launch OBS.
    ...
