Expected Behavior

WebM files should play smoothly like they used with OBS 30 and prior. This is a new problem, and it occurs with all my WebM files. See attached for an alien WebM I use, and for a sample OBS recording with the Alien passing by. The WebM by itself is smooth, but when shown in OBS he has random glitches and pixelation that appear on him. Again this occurs with ALL my WebM animations, the alien is just an example.

Current Behavior

See above. WebM files are all playing with glitches and random pixelation ever since I switched from OBS 30.0 to OBS 30.2. Today, I updated OBS to 30.2.3, and I updated my GPU driver. I also tried creating a new scene collection in OBS. The issue still persists.

Steps to Reproduce
  1. Open OBS
  2. Any WebM file that plays has pixelation and glitches in it, both in OBS preview, OBS recordings, and stream.
Anything else we should know?

That's it. Please let me know if there is a way I can resolve this issue. Thanks!

Research direction

Start by reviewing the OBS log at https://obsproject.com/logs/mjZqGPxIsvw0phTi and reproducing the issue with the attached WebM file in OBS 30.2.3 on Windows 10. Done means WebM sources play without glitches or pixelation in the OBS preview, recordings, and stream.
