  1. Update to v30.2.2.
  2. Launch obs-studio.

This issue does not reproduce on version 29.1.2. I suspect this may be the same issue that prevented obs-studio from launching when the OpenGL renderer is in use on Windows, or perhaps the PR https://github.com/obsproject/obs-studio/pull/11002 that fixed it may have introduced this issue.
