Description
This can help “ground” line charts when their minimum is somewhere between 0% and 7% of the maximum:
For example, on this multi-line chart it would be nice to include y=0 automagically. Or maybe it's too magic?

Research direction
The issue does not name files or tests. Start by locating the implementation of default positional scales and reproduce the described multi-line chart, then assess how a 0–7% minimum-to-maximum threshold should affect the y-domain. Done means the behavior is implemented or its intended boundary is documented and verified against the example.
