Uberon term

Bug description
Uberon is missing a bodily fluid class that is a superclass of bodily gas and bodily liquid. The underlying issue is that PATO only has classes for quality of a liquid and quality of a gas (http://purl.obolibrary.org/obo/PATO_0001548 and http://purl.obolibrary.org/obo/PATO_0001547) and needs quality of fluid. This issue is a top level issue to track the three sub issues that will be created.
