Description
When running Task Explorer on both Catalina and Monterey and giving it permission. It doesn't seem to write a tasks.json file in either Downloads or Documents folder.
I gave it permission to operate in both folders but there is no file appearing.
I tried this in 2.0.2 version of TaskExplorer.
Thanks so much for your work! It makes doing quick forensics for journalists a lot easier :)

Research direction
Reproduce the export on Catalina and Monterey with TaskExplorer 2.0.2 after granting access to Downloads and Documents. Trace the export behavior and verify that a tasks.json file is created in the permitted folder on both systems.
