governance: Allow entities to opt-out of voting

Description
Certain entities who run validators as a matter of policy will never take part in the governance voting.
Individual entities should be allowed to indicate that this is this case in their descriptor, and if they do opt out, their voting power should be excluded from all of the governance voting calculations.
