Description

Certain entities who run validators as a matter of policy will never take part in the governance voting.

Individual entities should be allowed to indicate that this is this case in their descriptor, and if they do opt out, their voting power should be excluded from all of the governance voting calculations.

Research direction

Start by tracing how entity descriptors are represented and where governance voting power and participation are calculated. Define how an entity records its opt-out, then verify that opted-out voting power is excluded from every governance calculation and add coverage for both opted-in and opted-out entities.
