Description
Ekiden tracing should support configuration of tracing tags via command line arguments, like it's done for other tracing settings.
Acceptance Criteria
tracing.tagscli arg exists and can be used to tag traces for filtering traces between different environments. Bonus points for also updating ekiden chart :)

Locate the existing tracing-setting CLI entry points and compare how other tracing settings are exposed.
