Delete @function.outer deletes more than it should

Describe the bug
After configuring daf to delete outer function lines, more than the function is deleted.

To Reproduce
Given LazyVim and the following snippet configuration

if you go online :18 and press daf, you will delete

Expected behavior
I'm expecting to delete exactly

the pass on line 22 should still be there after dap.

Reproduce the issue in Neovim with the provided nvim-treesitter configuration and Python sample, starting from the @function.outer selection used by daf. Inspect how linewise selection and include_surrounding_whitespace determine the range. Done means deleting lines 17–20 while leaving line 22 intact.
