Description
Following #391 and #192 we will have icons defined by css class with seti icons used wherever possible, replacing material design icons.
Add an alternate set using material wherever possible:
- Bundled, selecting via setup
- New extension plugin
1 requires more maintenance however 2 will lag in additions and fixes.

Research direction
Start by reading issues #391 and #192 to understand the planned CSS-class icon changes and existing Seti icon behavior. Define how a Material icon set would be delivered—bundled and selected through setup, or as an extension plugin—and consider the maintenance and update tradeoffs; done means Material icons are available through the chosen approach.
