Description
Does this feature exist in Emacs orgmode core?
N/A
Orgmode link
When I refile a header, sometimes I want to refile it to a new org file. When I write the name of an org file that doesn't exist, I get the following error:
[orgmode] "test.org/" is not a is not a file specified in the "org_agenda_files" setting. Refiling cancelled.
Would it be possible to ask to create the file if it doesn't exist?

Research direction
The issue names the refile flow and validation against the org_agenda_files setting, but no source file or test is identified. Start by tracing refile handling to where a missing target file is rejected; done means offering creation of the file and continuing the refile without weakening the existing agenda-file validation.
