Does this feature exist in Emacs orgmode core?

When I refile a header, sometimes I want to refile it to a new org file. When I write the name of an org file that doesn't exist, I get the following error:

[orgmode] "test.org/" is not a is not a file specified in the "org_agenda_files" setting. Refiling cancelled.

Would it be possible to ask to create the file if it doesn't exist?
