Description

Describe the feature

NuxtHub enforce build to cloudflare but test-utils only refer to node build location, so if I use setup() with build: true it will resolve to error, for the workaround now is using host that point to the dev server that can handle NuxtHub related features.

Research direction

Start at the test-utils setup() path that resolves the build location, and trace how it currently assumes a Node target. Compare that resolution with the Cloudflare/NuxtHub case described in the issue; done means end-to-end tests can use setup() with build: true for non-Node targets without requiring a dev-server host workaround.
