Description
Currently the node tries to refresh a credential if it is older than 15 minutes, and the lifetime of credentials is 24 hours. Usage of caching headers would reduce the need to parse often needed StatusList credentials from once every 15 min to once per day.

Research direction
Locate the code that fetches and publishes StatusList2021Credentials, then inspect the current 15-minute refresh check and 24-hour credential lifetime. Confirm how caching headers are handled today. Done means refresh behavior follows the caching headers and tests verify that credentials need not be parsed every 15 minutes.
