Add Helping or Contributing section to the web site

Description
We need more contributors and team members for our projects and the web site seems like a good place to start. This is just the outline of a proposed change - I'd like to see it implemented iteratively, making changes we feel are needed once we see what it looks like and what level of engagement it produces with potential contributors
Join Us
This would be a new small section on the home page, logically following "About Us" with some layout changes. Something like... "We can always use more contributors to our projects. Contact us if you are interested. For specific needs at this time check here (link to help wanted page)."
Help Wanted
This would be a separate page with specific current needs. Each project lead would provide additions as needed. It could also include links to current issues with the "help wanted" label.
