Description

Proposed new feature or change:

numpy.savetxt has header and footer as parameters. It would be nice to have a reverse functionality while loading the file using numpy.loadtxt.

Research direction

Start by reading the existing numpy.loadtxt and numpy.savetxt APIs and their documentation to understand how headers and footers are currently written and parsed. Define the expected behavior for loading those sections, including how returned data should expose them, then identify the relevant tests before deciding what coverage is needed.
