Reuse a resource

If I wanted to use a resource multiple times in different questions, I would upload it multiple times, which is inefficient. Instead, if I could select a resource OR have an option to upload a new one, that would be great!

The issue names no files or tests. Start by locating the editor's resource-upload and question resource-selection entry points, then determine how an existing resource could be selected instead of uploaded. Done means a resource can be reused across different questions while preserving the option to upload a new resource.
