Description
The above is a screenshot of a footnote from a document compiled using LuaLaTeX at 12pt. Below is how it appears in normal text.
This bug can be fixed after converting the Fraktur to its unmodulated version.

Research direction
Reproduce the reported footnote and normal-text comparison by compiling the supplied case with LuaLaTeX at 12pt. Investigate the Fraktur font data and its modulated and unmodulated forms; done means the footnote no longer appears more cramped than the same text in normal use.
