Surfaced by the nolte/claude-shared portfolio audit 2026-07-24 (finding W1, Warning), carried unchanged from the retired 2026-07-03 audit and routed here through the continuous-improvement triage loop.

Finding

Per spec/portfolio/portfolio-management/ §Portfolio scope + §Capability inventory per repository, every non-archived, non-fork, non-opted-out nolte/* repository is a Portfolio-Member and MUST either ship a project/portfolio.yml manifest or declare portfolio: excluded at the top of CLAUDE.md with a one-line rationale.

pre-commit-hooks is unambiguously capability-bearing — a collection of reusable pre-commit hooks for the nolte portfolio, consumed remotely by downstream projects — and currently ships neither a manifest nor the opt-out marker.

Remediation (pick one)

• Bootstrap a project/portfolio.yml — run /nolte-shared:portfolio-audit (Bootstrap operation) in this repo, drafted from project/mission.md + the audience artefact (operator-reviewed before commit), or
• Add portfolio: excluded to the top of CLAUDE.md with a one-line rationale, if this repo should stay out of the capability inventory.
