Description

#1977 is missing a test for pre mature firing in case of event loop lag. This test will probably require the client and server to have separate event loops.

Research direction

Start with issue #1977 and the fast timer test area, focusing on the premature-firing scenario under event-loop lag. Determine how separate client and server event loops can be exercised, then add coverage that fails on premature firing and passes when the timer behavior is correct.
