JIT startsWith and endsWith

I proposed this already in fastify/help long time ago, but maybe it has a use in nodejs core?

Start by reviewing the benchmark code in the issue and the referenced fastify/help issue 711. Determine whether JIT-generated startsWith and endsWith implementations belong in Node.js core, and define the relevant correctness and performance criteria before proposing a change.
