Description
In the light of recent problems with malicious changes introduced into a popular npm package. I'd like to suggest addressing the hand-over problems that most of maintainers face. Namely, it is hard to:
- find a new maintainer for a project
- communicate ownership change to package users
- check trustworthiness of the new owner

No files, tests, or implementation entry points are named. Start by reviewing the issue's three maintenance and ownership problems, then determine the project's scope for a maintainer-finding platform or forum. Done would require an agreed, actionable design addressing discovery, ownership communication, and trustworthiness checks.
