Description
Without a PAT, push checks are not one on auto-merge, causing certain CI checks not to run (including comparisons), which breaks future PRs.

Research direction
Start by inspecting the repository's auto-merge and push-check configuration, then reproduce a merge without a PAT to identify which CI checks are skipped. Done means the affected checks, including comparisons, run reliably without requiring a PAT and future PRs are no longer broken.
