Description
Related to https://github.com/nodejs/build/issues/4091
We've had SmartOS 23 since almost two years. I don't know what that corresponds to (SmartOS releases seem to be numbered by date) but I guess there's room for updating to more recent OS and toolchains?

Research direction
Start with the related issue, nodejs/build#4091, and inspect how SmartOS machines and their toolchains are represented in this build-infrastructure repository. Determine the current SmartOS release and appropriate target versions before identifying the machine definitions to update. Done means the SmartOS machines use the agreed current OS and toolchains and their build or test jobs remain valid.
