Description
Similar to #523, but instead we're adding secrets to nodejs/node-auto-tools. New GitHub and Jenkins tokens will be created. Also, the repository currently doesn't have webhooks, adding a webhook to our bot will help test features faster.
Currently the webhook on nodejs/node only listens to pull_request events. I'd like to expand the scope for nodejs/node-auto-test to listen to all events so we can test new features before making changes to the scope on nodejs/node.
