Description
We plan on using the fish dictionary for FIMS and it would be great if it was under the same organization. This would help with maintenance because there are some global files, like Code of Conduct that are used for all repositories in that organization. Also, I think it would help with advertisement. It does not have to be moved immediately but I am making this issue so people have plenty of time to comment if they think it is a good or bad idea and so we can make a plan if we are going to move it regarding timeline and steps.
