Description
The debug build of Npcap writes Packet.log to the installation directory (usually C:\Program Files\Npcap\), but not all users will have write access there. We should use %APPDATA% instead, and make sure the installation directory is not writable by other users.

Research direction
Locate the debug-build code that writes Packet.log and the installer or installation-permission configuration. Verify that logging works for users without write access to Program Files, and check that the installation directory is not writable by other users.
