Research direction

The issue names WSL on Windows and vEthernet but provides no files, tests, logs, or reproduction steps. Start by reproducing packet capture for traffic from Windows to WSL and compare the observed packets with the packets reported by npcap; done means identifying why outbound packets are logged twice and verifying that each packet is reported once.
