Description
Describe the bug
On Win11, I created a mobile hotspot to share WIFI internet. Two devices connect to the hotspot and try local UDP communication. The communication is ok and the traffic packets can be captured by Microsoft Network Monitor, but Wireshark can't capture it.
Seems like other traffics like TCP, broadcast UDP packets can be captured and Win10 doesn't have this issue.
To Reproduce
Steps to reproduce the behavior:
- Setup Mobile hotspot on Win11.
- Setup two devices connect to the hotspot and do local UDP communication.
- Setup Wireshark to capture the traffic.
Expected behavior
Wireshark could capture the local UDP traffic.

Research direction
No source file, test, or entry point is named. Start by reproducing the Win11 23H2 mobile-hotspot setup with two connected devices, then compare Wireshark and Microsoft Network Monitor captures for local UDP traffic on the Intel AX200 interface. Done means the missing local UDP traffic is captured or the limitation is documented with a confirmed cause.
