npcap-1.71 hangs hard on windows 8.1 on VirtualBox on attempt to install

To Reproduce
Steps to reproduce the behavior:

1. Downloading installer from https://npcap.com/dist/npcap-1.71.exe
2. Starting it
3. Pressing Next
4. Hangs hard, system is unable to respond, I have to restart laptop with hard reset. Not just guest system under virtual machine, but host system!

Expected behavior
Expect to either see it installed or clear error message why it cannot.

• Windows version from winver
  Windows 8.1 Version 6.3 Build 9600

• If installation failed, include SetupApi.dev.log nothing there
• Any special hardware or software that may be relevant: VPN, firewall, antivirus, virtualization (SR-IOV passthrough, etc).
  Windows is under VirtualBox 6.1.38

Check the referenced SetupApi.dev.log guidance as needed; done means the installer no longer hard-hangs and either completes installation or presents a clear error.
