Same symptom as the referenced issue.

I'm using UDP2RAW-MP with NPCAP. Everything goes well until the computer wakes up from sleep, then the network adapter will be assigned an address as 169.254.xx which will not be able to access the internet. Closing UDP2RAW-MP and then resetting the adapter will fix the issue. WinPCAP doesn't have this issue.
