Description
Ncat does not use packet capture (PCAP), so it would be beneficial to build Nsock without linking to libpcap in that configuration. This would benefit package maintainers, too, since they currently must list libpcap as a dependency for Ncat.

Research direction
Start by tracing how Ncat builds and links Nsock, and identify where the Nsock build is configured with libpcap support. Confirm the resulting Ncat build no longer requires libpcap while preserving Ncat functionality, then run the relevant project build and tests.
