Describe the problem you have identified
The command fails to set up front end load balancer for google cloud when the network was created in "manaul" subnet creation mode.
This command doesn't specify the --subnet; in GCP you can often omit that if your VPC is in "auto" mode that is filled with subnets named "default".
Documentation (https://docs.nginx.com/nginxaas/google/getting-started/create-deployment/deploy-console/#set-up-connectivity-to-your-deployment) is a bit vague on this as well.
