Research direction

Start with the example docker-compose.yml and reproduce docker-compose up using the stated Windows Docker versions. Trace the reported failure through compose/cli/main.py, compose/project.py, compose/service.py, and colorama's output handling. Done means identifying whether the example or the reported environment causes the IOError and documenting the required project change or workaround.
