Description
Description of feature
Take a look at this error message:
actions_ci: Minimum pipeline NF version '23.04.0' is not tested in '.github/workflows/ci.yml'
If I am testing Nextflow v23.04.5, we should ignore this error since that should only include minor version bumps and I think it's reasonable to say 'last supported major version'.

Research direction
Start by locating the minimum Nextflow version linting entry point and its tests; the reported workflow example is .github/workflows/ci.yml. Verify that testing Nextflow v23.04.5 does not trigger the error for minimum version 23.04.0, while relevant major-version differences still do.
