We could also autogenerate the CITATIONS.md as well...

Research direction
Start by reviewing the assets/ directory and locating how citation_text and reference_text are currently produced. Then trace how CITATIONS.md is maintained. Done means a citations.bib file can drive the citation and reference text as well as CITATIONS.md, but the issue does not name implementation files or tests.
