Description of feature
We should be able to submit assemblies for runs that are not in ENA. It requires a sample during submission instead of run.
Probably we can modify assembly_uploader to support that feature

Research direction
Start by inspecting the assembly_uploader entry point and trace how submissions currently require an ENA run. Identify where a sample is required instead for assemblies from runs absent in ENA. Done means the submission flow accepts those assemblies using a sample, with the existing submission behavior preserved.
