Describe the solution you'd like
I'd like to have an option for manual upgrades via updater.phar to include all expensive operations, e.g.
occ db:add-missing-indices and occ maintenance:repair --include-expensive.
This allows to have a single update/upgrade step in case upgrades need special pre-/post-handling due to system hardening properties.

Research direction

Start by tracing the manual upgrade flow in updater.phar and how it invokes occ during upgrades. Check how expensive operations such as occ db:add-missing-indices and occ maintenance:repair are handled; done means a new --include-expensive option includes them while the default upgrade behavior remains unchanged.
