[Bug]: Unable to create new text file on public share

Description
When using a public share as unidentified user / guest / user without account (but write-permissions) via public share link, it is not possible to create a new text file. This was possible before upgrade from version 30.0.5.
Server details:
- Nextcloud version: 31.0.2
- PHP Version: 8.2
- Database: MySQL 8.0.41
