Description

In environments with external user back-ends (SAML/LDAP), users usually have accepted some Terms of Service already and should not be bothered twice.
However, guest users would still have to accept them from within Nextcloud.
It would therefore be good to be able to configure, which user groups are required to accept the Terms of Service.

Research direction

No files, tests, or entry points are identified in the issue. Start by locating the existing Terms of Service acceptance flow and its user-group configuration; done means administrators can select groups whose members must accept the terms, while guest users remain prompted and users from external back-ends are not prompted twice.
