Camera not removed on video upgrade and no publishing rights

## Steps to reproduce
1. Start a voice call in a federated room, where you don't have publishing permissions (before the patched server)
2. Call reconnects, because permission change was detected
3. Upgrade to video call, local video is shown
4. Call reconnects again, because permission changes

### Expected behaviour
Own video is hidden (as the camera button is also correctly disabled)

### Actual behaviour
Own camera button is frozen with last frame
