Research direction

Start by reproducing the missing notification with Talk Desktop v0.29.0 on Windows Server 2019 1809, comparing it with Windows 10, Windows 11, and Windows Server 2022 RDS. Trace the desktop notification handling and verify that a message received while the app is minimized produces the expected notification on the affected system.
