Description
I tried to test the new option in V8.2.0, but it does not appear anything to me. I guess the issue might be on the Contacts app in Nextcloud, as I cannot find any way for adding the number on the Nextcloud users.
Would it be possible explain a bit deeper how it works and how to configure it end to end? It is only mentioned the below:
optional phone book integration: based on phone number in personal settings, user can click open talk conversation when in contacts app
In my case, I syncronize the contacts into the Android phone and then I use the Samsung default Android contacts app.

Research direction
Start by reproducing the optional phone book integration through the Contacts app and the phone number in personal settings, using the Android contacts workflow described in the issue. Document the end-to-end configuration, including how contacts are synced and how a Talk conversation is opened; done means a user can follow the instructions successfully.
