talk ignores "screen security" setting and hinders screenshots independent from on/off

Steps to reproduce

as I've disabled "screen security" by means, I wanted to make a screenshot to provide help about talk star usage to another member in my talks. But my device tells that "screenshots are not allowed....".
As I did not remember, what have set, checked it and found out, that it's off.

How to test:
Switched to ON, left settings: no screenshot
Switched to OFF, left settings: no screenshot
went again into setting - was able to make a screenshot from this screen
switched to ON and was not able to make a screenshot from this screen, either.

Start by reproducing the behavior on Android 9 with the Talk screen security setting toggled on and off, then trace the setting's screenshot behavior in the app. Done means screenshot availability consistently follows the setting after leaving and reopening the screen.
