Description
Observed while debugging an other issue:
I set up an account in android talk and notifications won't work. There is no pushConfigurationState saved in DB for this user.
v21.1.0. Alpha 1 (but definitely a problem for much longer!)

Research direction
Start by reproducing account setup in Nextcloud Talk on Android and trace the push-registration flow around the missing pushConfigurationState database value. Done means the value is saved for the affected account and notifications work with the reported Firebase and server setup.
