Fall notifications after restart server

Steps to reproduce

1. Shut down home server for a night
2. Turn on server
3. Application works fine, but I dont receive any notifications (calls sms). System settings are ok. Yesterday It worked fine!
4. I try to turn off and turn on each notification and all right!

Expected behaviour

Start by reproducing the notification failure after restarting the server and collect the missing Nextcloud, Talk, signaling, TURN, STUN, and server-log details. Compare behavior before and after toggling notifications; done means call and message notifications work immediately after a server restart without manually toggling each setting.
