Description
If it's not a private poll I can see the voters after the poll was closed.
For me it would be helpful to see the voters any time.
So I can find out who has not voted yet and ask this person directly.

Research direction
Start by tracing the poll interface and the existing distinction between private, open, and closed polls in Nextcloud Talk. Determine how voter visibility is currently enforced and define the expected behavior for viewing voters before closure. Done means users can identify who has not voted in a non-private poll without weakening private-poll privacy.
