Steps to reproduce
- enable Talk for selected groups only
- create a user that is not in one of the groups with Talk enabled
- the Talk folder is still automatically created
Expected behaviour
The Talk folder is not created for those users
Actual behaviour
It is being automatically created even after being deleted for those users.
